Hong Kong succeeded as an entrepôt for China after the Communist victory in 1949, then as a manufacturing base in the 1960s‑70s, and finally as a financial center from the 1980s onward. Its lesson: extreme openness and limited government intervention can generate rapid growth, especially when backed by strong institutions (rule of law, property rights, anti‑corruption). However, this model also produced extreme income inequality and a lack of social safety net. Since its return to China in 1997, Hong Kong has maintained its capitalist system under the “One Country, Two Systems” framework, though recent years have seen political tensions and economic restructuring.

The government played a key role in research and development while leaving production to a vast network of SMEs. Lessons: A balanced approach — government support for innovation, private enterprise for execution — can sustain upgrading without creating monopolies. The economic success of Taiwan, China has been accompanied by a gradual political transition toward democracy since the 1990s. Today, it remains a leader in semiconductor manufacturing.

The tiger economies’ experience has been frequently invoked as a model for developing countries, but the application of the model is more complex than simple imitation allows. The specific combination of conditions that enabled the tigers’ growth — Cold War geopolitics, the particular phase of global manufacturing expansion in which they participated, the initial conditions of each economy, and the specific institutional capacities each government possessed — is not replicable in its entirety. What can be more plausibly drawn from the experience is a set of observations: that investment in education and human capital is consistently associated with economic development; that export orientation provides discipline and scale that domestic markets alone cannot; that institutional quality and rule of law matter for sustained growth; and that the relationship between state and market takes many forms, none of which is uniquely correct.

The tiger economies subsequently diverged in their trajectories and faced new challenges: financial crises, political transitions, demographic aging, and the emergence of new competitive pressures from later industrializing economies. Their stories did not end with the miracle; they continued, in more complex and less dramatic ways, into the present. Today, South Korea and Taiwan, China have advanced into high‑income, innovation‑driven economies; Singapore remains a global financial and logistics hub; Hong Kong faces both opportunities and challenges under its unique constitutional status. The tigers are no longer the fastest‑growing economies in the world — in recent decades, economies such as China, India, and Vietnam have achieved even higher growth rates — but their experience remains a rich source of case studies for economic development.
