What ultimately holds a society together? This is among political philosophy and ethics’ oldest questions. Two fundamentally different answers have each generated deep traditions, one in China and one in the West: the first says that the source of morality lies within the human heart — every normal person possesses certain moral “seeds,” and social order grows from these innate moral capacities; the second says that the foundation of morality lies in agreements between people — social order is established through rational individuals’ mutual commitments and promises. Mencius’s (c. 372-289 BCE) “Four Moral Sprouts” is the most classical expression of the first; the Western social contract tradition’s four foundational principles — liberty, equality, good faith, and accountability — is the most systematic expression of the second. Placing these two sets of four side by side opens a cross-civilizational conversation about human nature, moral foundations, and the bases of social life.

Mencius’s Four Sprouts: The Seeds of Morality Are Already There

In Mencius (Gong Sun Chou I), Mencius proposes the celebrated “four sprouts” (siduan, 四端): the sprout of compassion (ceyin) is the beginning of humaneness (ren); the sprout of shame and aversion (xiuwu) is the beginning of righteousness (yi); the sprout of deference and yielding (cishu) is the beginning of ritual propriety (li); the sprout of moral judgment (shifei) is the beginning of wisdom (zhi). The character duan means “sprout, beginning” — the four sprouts are not completed virtues but the seeds of virtue: the nascent state of moral-emotional capacities that human beings possess innately.
To establish the compassion sprout, Mencius uses a famous thought experiment: if anyone suddenly saw a young child about to fall into a well, they would immediately experience alarm and distress. This reaction requires no deliberation, arises from no calculation of profit or reputation — it is humanity’s most primal moral emotion. Even a morally deficient person would not feel nothing in this situation. The universality of this feeling is evidence that the sprout of ren (humaneness) exists in every human heart. The shame sprout: feeling ashamed at one’s own wrongdoing, and feeling aversion toward others’ wrongdoing, is itself proof that an internal moral standard exists. The deference sprout: the natural tendency to yield and give way to others in interpersonal situations is the nascent form of ritual propriety. The moral-judgment sprout: the capacity to distinguish right from wrong, correct from incorrect, is innately present in every human being.
Mencius’s core argument: these four capacities are innate, not learned — “humans possessing these four sprouts is like humans having four limbs.” The moral question is not how to establish morality from nothing but how to cultivate and expand these already-existing moral seeds, just as agriculture’s task is not to create the land’s fertility but to cultivate it and allow it to fully develop.

The Western social contract tradition (from Locke’s Two Treatises of Government, 1689, and Rousseau’s Social Contract, 1762, to Rawls’s A Theory of Justice, 1971) proposes a different foundation for morality: in the “state of nature,” people are free but potentially conflicting individuals who, through rational deliberation, agree to surrender certain natural freedoms in exchange for the security and order guaranteed by rules. This agreement is the social contract, and its core foundational principles can be summarized in four.
Liberty: every person possesses inalienable basic freedoms — of thought, expression, belief, and action — limited only by others’ equivalent freedoms. Entering the social contract is for the protection, not the surrender, of freedom. Equality: parties to the contract enjoy equal standing in law and basic rights; no one is born with authority over others. Good Faith: parties must engage with honesty and trustworthiness in fulfilling their commitments; deception and betrayal fundamentally undermine the very possibility of contract. Accountability: those who exercise power must be answerable for their actions; power and responsibility must be matched — power without accountability is a fundamental violation of contractual spirit.
These four principles ultimately rely on the design and maintenance of external institutions: law protects liberty, constitution establishes equality, contract law enforces good faith, oversight mechanisms implement accountability. They constitute a proposal about how external rule systems between people should be designed — not a proposal about what people’s hearts should be like.

The most fundamental contrast between the four sprouts and four contract principles can be stated in one sentence: the four sprouts assume human hearts tend toward goodness and need cultivation; the contract principles assume humans may conflict with each other and need regulation.
The four sprouts’ moral logic is “inside-out”: moral capacity exists within every person’s heart, and moral realization is the self-expansion and maturation of this inner capacity (“expand and fill it out,” in Mencius’s words). If every person fully cultivated their four sprouts, social order would naturally emerge. This logic’s ultimate premise: human nature is basically good; external rules assist but cannot replace inner morality. The contract principles’ moral logic is “outside-in”: moral norms are external constraint systems that rational self-interested individuals establish through deliberation upon recognizing the danger of mutual conflict. This logic’s ultimate premise: human beings are self-interested rational actors who require external institutions to coordinate behavior.
This contrast is not a question of which is better but of what each can explain and where each has limits. The four sprouts theory’s strength: it explains why human societies maintain basic moral order even in the absence of law — because the moral seeds are in every human heart. Its limitation: if someone’s four sprouts are congenitally deficient or subsequently damaged, relying purely on internal moral self-discipline is clearly insufficient. The contract theory’s strength: it provides operational, verifiable institutional design principles that do not depend on optimistic assumptions about human nature. Its limitation: purely external rule-based constraint cannot cover every situation requiring moral judgment — rules are finite while real situations are infinite, and in the gaps between rules, what is ultimately relied upon is precisely human inner judgment.

A mature modern civilization in practice requires both moral logics simultaneously. A society with four sprouts cultivation but without contract institutions is fragile in the face of human weakness and external pressure; a society with contract institutions but without inner moral culture falls into the trap of “comply because you must, not because you think it right” — producing ubiquitous “compliant but unethical” behavior. The four sprouts and the four contract principles complementarily cover the two necessary layers of moral life: the four sprouts address the source of moral motivation (why would a person want to be good?); the contract addresses the normalization and protection of moral behavior (how to ensure that even those who don’t want to be good cannot freely harm others).
Mencius himself articulated this dual necessity with striking precision: “Goodness alone is insufficient for governance; law alone cannot implement itself.” A single sentence, written twenty-three centuries ago, captures exactly each tradition’s necessity and limitation. The compassion sprout and equal rights; the moral-judgment sprout and accountability mechanisms — these pairs are not adversaries but potential dialogue partners: the sprouts provide the emotional motivation that animates the external framework; the framework provides the institutional protection within which the sprouts can be safely cultivated. A society that combines a richly cultivated inner moral culture with a well-designed external contract system may be a more ideal arrangement — not a reality that exists anywhere yet, but a goal worth continuous pursuit.
